At the tower\u2019s topping off ceremony in September 2014, Gov. Malloy said, \u201cThe progress being made here is a brick-and-mortar example of what we can do when we pull together and make the tough decisions that will benefit our state over the long term.\u201d Now nearly three years, thousands of jobs and satisfied patients later, the tower is celebrating its first anniversary.
