I respond to overdoses in alleyways, on park benches, in public restrooms, and in cars in parking lots or on the side of the road.<\/p>\n<p>Some patients are blue and barely breathing when we arrive. Others are in cardiac arrest with the needle still in their arm. We do our best to bring them back, breathing for them with our airway equipment and administering the opioid-reversal drug naloxone.<\/p>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<p>Sometimes a crowd gathers to watch. Other times we are alone behind an abandoned building or deep into the bushes of a park. If a witness calls us in time, we can revive the patient. Others we do CPR on all the way to the hospital. Some are too far gone.<\/p>\n<p>Because I have seen this firsthand, I now believe that Hartford should designate a safe house where heroin users can inject while monitored by a health professional for accidental overdose.<\/p>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<blockquote>\n  <p>I used to think heroin users had a character flaw, but after years of listening to their stories, I agree now with what the science says: Addiction is a brain disease. <cite> &#8212 Peter Canning<\/cite><\/p>\n<\/blockquote>\n<p>Young, old, male, female, white, black, Hispanic \u2013 the epidemic that has put Connecticut in the <a href=\"https:\/\/www.drugabuse.gov\/drugs-abuse\/opioids\/opioid-summaries-by-state\/connecticut-opioid-summary\" target=\"_blank\" rel=\"noopener\">Top 10 in the nation in opioid death rates<\/a>\u00a0doesn\u2019t discriminate. Last year, <a href=\"http:\/\/www.ct.gov\/ocme\/lib\/ocme\/AccidentalDrugIntoxication2012-2017.pdf\" target=\"_blank\" rel=\"noopener\">1,038 people<\/a> died of accidental overdose in Connecticut. <a href=\"http:\/\/www.courant.com\/health\/hc-news-hartford-opioid-tracking-20180725-story.html\" target=\"_blank\" rel=\"noopener\">Eighty<\/a> died in Hartford.<\/p>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<p>I am part of <a href=\"https:\/\/na01.safelinks.protection.outlook.com\/?url=http%3A%2F%2Fwww.courant.com%2Fhealth%2Fhc-news-hartford-opioid-tracking-20180725-story.html&amp;data=02%7C01%7Clauren.woods%40uconn.edu%7C263bc48287094a14c93a08d5f6882630%7C17f1a87e2a254eaab9df9d439034b080%7C0%7C1%7C636685987770903323&amp;sdata=0G5GC%2BXzosKXggIs7mpNW2prgX13S9oF271KNnxaOjQ%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">a pilot project <\/a>with the Connecticut Poison Control Center. We are tracking opioid overdoses in Hartford. We\u2019ve found that two-thirds of the overdoses that happened in May and June of this year occurred in public areas rather than in residences.<\/p>\n<p>Users flock to Hartford because heroin is cheap here and available. A 0.1 gram bag sells for about $4. Dealers sell bags stamped \u201cKilling Season,\u201d \u201cThe Reaper,\u201d \u201cDonald Trump.\u201d Others seemed targeted to younger users: \u201cHall Pass,\u201d \u201cKiss Me,\u201d \u201cSmurf.\u201d<\/p>\n<p>The powder is increasingly cut or replaced with fentanyl, a synthetic opioid 50 times stronger than heroin. In 2012, fentanyl accounted for 12 deaths in Connecticut. In 2017, it accounted for <a href=\"http:\/\/www.ct.gov\/ocme\/lib\/ocme\/AccidentalDrugIntoxication2012-2017.pdf\" target=\"_blank\" rel=\"noopener\">677<\/a>.<\/p>\n<aside class=\"trb_ar_sponsoredmod\" data-role=\"delayload\" data-screen-size=\"mobile\" data-withinviewport-options=\"bottomOffset=100&amp;topOffset=1000000\" data-load-type=\"method\" data-load-method=\"trb.vendor.yieldmo.init\" data-v-ymid=\"ym_1606462207148013887\"><\/aside>\n<p>Many of our parks and streets are littered with empty heroin bags. The federal Drug Enforcement Agency has warned of the dangers of contact with the white powder. &#8220;<a href=\"https:\/\/www.dea.gov\/druginfo\/Fentanyl_BriefingGuideforFirstResponders_June2017.pdf\" target=\"_blank\" rel=\"noopener\">E<\/a><a href=\"https:\/\/na01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.dea.gov%2Fdruginfo%2FFentanyl_BriefingGuideforFirstResponders_June2017.pdf&amp;data=02%7C01%7Clauren.woods%40uconn.edu%7C263bc48287094a14c93a08d5f6882630%7C17f1a87e2a254eaab9df9d439034b080%7C0%7C1%7C636685987770903323&amp;sdata=55I59T8aSmlEBobxsnUmfb1D3ALmwG8f1NLibZ6PMj0%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">xposure to a small amount can lead to significant health-related complications, respiratory depression or death<\/a>\u201d\u00a0if ingested or inhaled. The powder may also contain carfentanil, used to tranquilize elephants and \u201cup to 10,000 times more potent than morphine.\u201d<\/p>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<p>I found a torn heroin bag in Pope Park with powder residue in it stamped with an image of \u201cHello Kitty.\u201d This is not something we want curious children handling any more than we want them picking up syringes.<\/p>\n<p>A safe house will help cut down on dangerous drug debris. When users enter a safe house, they have access to clean syringes and supplies and safe disposal when they are done. They can establish trust with staff who care about them and also receive referrals to health care and addiction counseling.<\/p>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<p>I used to think heroin users had a character flaw, but after years of listening to their stories, I agree now with what the science says: Addiction is a brain disease.<\/p>\n<aside class=\"trb_ar_sponsoredmod\" data-withinviewport-options=\"bottomOffset=100&amp;topOffset=1000000\" data-load-type=\"method\" data-load-method=\"trb.vendor.nativo.init\" data-v-ntidm=\"1069495\"><\/aside>\n<p>I\u2019ve met people whose addictions started after they broke their backs cheerleading, tore their shoulders wrestling, were shot in Iraq, fractured their legs in cars accidents, were treated for cancerous tumors, or were victims of horrible emotional trauma such as childhood sex abuse. They trusted doctors who prescribed them pain medicine that pharmaceutical companies said was not addictive even though the companies knew <a href=\"https:\/\/www.nytimes.com\/2018\/05\/29\/health\/purdue-opioids-oxycontin.html\" target=\"_blank\" rel=\"noopener\">they were widely abused<\/a>.<\/p>\n<p>I revived a man once who three years before had been injured in a fall from a tree. All that was left of his old life, his family, his home and his business, was the tattered jacket he wore with his company\u2019s name on it.<\/p>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<p>\u201cI used to be a normal person\u201d is a common refrain I hear from users I\u2019ve revived. People get addicted either through a legitimate painkiller prescription from a doctor following an injury or from pills given to them by a friend. As their supply dwindles and their tolerance increases, many buy painkillers on the street to keep the sickness of withdrawal at bay.<\/p>\n<p>A single 30-milligram Percocet pill can cost around $30. Users soon realize that heroin, often available from the same dealer, is far cheaper and works better.<\/p>\n<p>Heroin users\u2019 brains have been rewired to believe heroin is the key to their survival. It\u2019s why addicted parents ignore the needs of their young children and why family members steal from loved ones. Even after they have completed rehab and are completely detoxed, many users\u2019 brains retain that compulsion. Relapse is common. Give an opioid user an MRI and you can see the damage. Fortunately, some users\u2019 brains can recover with time.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<div class=\"trb_allContentWrapper\" lang=\"en-US\" data-role=\"pagination\" data-state=\"transporter_active\" data-content-type=\"story\" data-content-section=\"Opinion\" data-content-slug=\"hc-insight-let-heroin-users-shoot-up-safely-20180730\" data-content-id=\"99906207\" data-c-url=\"\/opinion\/op-ed\/hc-insight-let-heroin-users-shoot-up-safely-20180730-story.html\" data-content-section-path=\"\/opinion\/op-ed\/\">\n<article class=\"trb_ar\">\n<div class=\"trb_ar_main\">\n<div class=\"trb_ar_bd\">\n<div class=\"trb_ar_page\" data-role=\"pagination_page\" data-content-page=\"1\">\n<p>I used to tell heroin users to just say \u201cno.\u201d Now I tell them to never use alone, have naloxone handy to revive them if they overdose, and do a small test shot if they are using a new batch or if their tolerance is down after getting out of jail, rehab or abstinence. You have to be alive to have a chance at recovery.<\/p>\n<p>The safe-house model has proven to work in Vancouver, Canada, where overdose death rates dropped by <a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(10)62353-7\/abstract\" target=\"_blank\" rel=\"noopener\">35 percent,<\/a> referrals to treatment increased by 30 percent and there was no rise in crime.<\/p>\n<p>A safe injection site won\u2019t drop the death rate to zero, but we can save some lives and get this hard-to-reach population into treatment.
