All who care about UConn, specifically the Health Center, should be very happy and grateful and should look to the future with great optimism and hope.\u201d<\/p>\n<\/div>\n<p>In less than a year, the UConn Health Center went from having an uncertain future to being on the verge of a series of major expansion projects designed to elevate the institution as well as the state\u2019s economy and the future of health care.<\/p>\n<p>\u201cIt\u2019s a new day for the UConn Health Center, our region and beyond,\u201d Dr. Frank M. Torti, the Health Center\u2019s executive vice president for health affairs and dean of the UConn School of Medicine, said before the official <a href=\"https:\/\/today.uconn.edu\/?p=61347\">groundbreaking for Bioscience Connecticut<\/a>.<\/p>\n<p>Here is a look back at the first year of the project.<\/p>\n<h2>May 2011<\/h2>\n<p>Four months after taking office, Gov. Dannel P. Malloy stands in the Health Center\u2019s academic lobby and <a href=\"https:\/\/today.uconn.edu\/blog\/2011\/05\/gov-malloy-announces-new-bioscience-connecticut-initiative\/\">introduces his Bioscience Connecticut initiative<\/a>, which he touts as a job creator that would transform Connecticut into a world leader in bioscience research.<\/p>\n<p>\u201cPrior to that, we were at a place where the future was uncertain,\u201d says Tom Callahan, vice president and strategy officer for <a href=\"http:\/\/biosciencect.uchc.edu\/\">Bioscience Connecticut<\/a>. \u201cIt\u2019s a remarkable change in fortunes for the Health Center.\u201d<\/p>\n<h2>June 2011<\/h2>\n<p>The Bioscience Connecticut bill <a href=\"https:\/\/today.uconn.edu\/blog\/2011\/06\/bioscience-connecticut-proposal-wins-legislative-approval\/\">wins final legislative approval<\/a>.<\/p>\n<p>\u201cThe legislation provided a clear pathway forward that wasn\u2019t contingent on anything further than executing the plan,\u201d Callahan says.<\/p>\n<h2>July, August 2011<\/h2>\n<p>With the Bioscience Connecticut bill now signed into law, it\u2019s time to ramp up <a href=\"https:\/\/today.uconn.edu\/blog\/2011\/08\/bioscience-connecticut-update\/\">the planning and design work<\/a>.<\/p>\n<p>\u201cWe started over the course of the summer to pull together the construction team,\u201d Callahan says. \u201cWe had to push forward on the hospital design for the new tower and get that completed. It\u2019s through design development now and the construction drawing process is under way.\u201d<\/p>\n<p>Meantime, two other developments are taking shape over the summer.<\/p>\n<ul>\n<li>Plans to transfer licensure of the Neonatal Intensive Care Unit to Connecticut Children\u2019s Medical Center are moving forward, with the idea of freeing up more of the UConn Health Center\u2019s licensed beds as medical\/surgical beds.<\/li>\n<li>The Malloy Administration and UConn Health Center officials are in talks with The Jackson Laboratory of Bar Harbor, Maine, \u201cdiscussing the possibility of bringing Jackson to Connecticut,\u201d Callahan says.<\/li>\n<\/ul>\n<h2>September 2011<\/h2>\n<p>The NICU integration is complete. This, combined with state Office of Health Care Access approval of 10 additional medical\/surgical beds, enables the UConn Health Center to add 50 hospital beds, which will make it more financially viable.<\/p>\n<p>Weeks later comes word from the Malloy Administration on Jackson: <a href=\"https:\/\/today.uconn.edu\/blog\/2011\/09\/a-new-bioscience-connecticut-collaboration\/\">It\u2019s a deal<\/a>. Jackson would like to come to Connecticut to open a genomic medicine lab on the Health Center campus.<\/p>\n<p>\u201cIt\u2019s a very significant development for the state of Connecticut, and a very significant development for the Health Center. Jackson is an 80-plus-year-old- independent research organization that is globally recognized for the work it has done in genetics and system genomics in mice as a way of understanding causes and cures of human disease,\u201d Callahan says. \u201cThey\u2019re coming to Connecticut to build on that history and legacy.\u201d<\/p>\n<h2>October 2011<\/h2>\n<p>The <a href=\"https:\/\/today.uconn.edu\/blog\/2011\/10\/state-legislature-approves-jackson-lab-project\/\">General Assembly approves the funding for the Jackson Laboratory project<\/a>. Negotiations of the details of the final agreement between the state, Jackson, and the Health Center move forward.<\/p>\n<p>The State Bond Commission releases $28 million to support Bioscience Connecticut\u2019s community initiatives.<\/p>\n<h2>November, December 2011<\/h2>\n<p>The planning and designing continues in preparation for construction.<\/p>\n<p>\u201cWhat people generally see when they look at a construction project like this, or the series of construction projects, is the physical, actual construction that\u2019s going on,\u201d Callahan says. \u201cBut that\u2019s literally one of the last steps in the process. The first step in the process is to say, \u2018This is what we need institutionally for our future going forward.\u2019 The people who are actually using those buildings must help inform the design.\u201d<\/p>\n<h2>January 2012<\/h2>\n<p>At a <a href=\"https:\/\/today.uconn.edu\/blog\/2012\/01\/final-agreement-reached-between-jackson-lab-and-the-state\/\">ceremonial signing of the Jackson Laboratory bill in the academic lobby<\/a>, Malloy announces finalization of the legal agreements between Jackson, the state and the Health Center.<\/p>\n<p>The State Bond Commission grants final approval of the state financing to build the <a href=\"http:\/\/biosciencect.uchc.edu\/jackson_laboratory\/index.html\">Jackson Laboratory for Genomic Medicine<\/a> on the Health Center campus.<\/p>\n<h2>February-May 2012<\/h2>\n<p><a href=\"https:\/\/today.uconn.edu\/blog\/2012\/02\/bioscience-connecticut-progress-report\/\">A construction timeline takes shape.<\/a><\/p>\n<p>The Health Center secures the permits and approvals necessary to start work on about 800,000 square feet of new space to be constructed over the next six years.<\/p>\n<figure id=\"attachment_55423\" aria-describedby=\"caption-attachment-55423\" style=\"width: 136px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/today.uconn.edu\/wp-content\/uploads\/2012\/02\/torti_v.jpg\"><img decoding=\"async\" class=\"size-medium wp-image-55423  img-responsive lazyload\" data-src=\"https:\/\/today.uconn.edu\/wp-content\/uploads\/2012\/02\/torti_v-227x300.jpg\" alt=\"Dr. Frank M. Torti.<\/figcaption><\/figure>\n<p>\u201cIt was one of the more comprehensive environmental impact evaluations that was completed in the state in some time,\u201d Callahan says. \u201cIt was finished in less than six months. We have our initial permits from the Department of Energy and Environmental Protection that are required to start construction.
